A proposal to increase the state excise tax to boost funding for Hawaii public schools and the University of Hawaii will not get a hearing in the state House and appears to be dead for this year. Senate Bill 1474 would have increased the state excise tax to 4.5 percent from 4 percent to provide hundreds of millions of dollars in extra funding each year for higher and lower education, but House Finance Chairwoman Sylvia Luke said Thursday she will not consider the measure. State audit alleges cheating in redemption payments in Hawaii recycling program. The state still has not made changes in its HI-5 redemption and recycling program to protect against fraud, and spot checks of recycling companies turned up two cases where records were allegedly altered so the state would reimburse substantially more to a recycler than was paid out to the public, according to a new report by the Hawaii State Auditor. A man who was killed in an officer-involved shooting at the state Capitol on Monday night was “physically combative" with a sheriff’s deputy despite numerous warnings, Honolulu police say. Hawaii News Now.

A state deputy sheriff fatally shot a man in his 20s during a struggle at the state Capitol Monday night. A Department of Public Safety spokeswoman said that at 8:20 p.m., a deputy sheriff was conducting a routine patrol at the Capitol rotunda and encountered a man with a bottle of alcohol.
