At 5:00 a.m., the center of Hurricane Madeline was about 445 miles east of Hilo. Madeline is moving toward the west near 10 mph (17 km/h) and this motion is expected to become west southwesterly later today through early Thursday. KHON2.

A Tropical Storm Warning is in effect for the Big Island while a Tropical Storm Watch is in effect for Maui County as Hurricane Madeline draws nearer to the state as a Category 3 storm. Hawaii News Now.

Hurricane Madeline weakened slightly overnight but was still a powerful Category 3 storm and the National Weather Service issued a tropical storm warning for Hawaii island and a tropical storm watch for Maui County this morning. The Big Island is also under a hurricane watch. Star-Advertiser.

A federal appeals court Monday dismissed an appeal about whether a vote seen as a step toward self-governance for Native Hawaiians should be open only to Native Hawaiians or to all of the state’s registered voters, saying the issue does not merit consideration because the U.S. Supreme Court issued an injunction against such a vote. Hawaii foster parents will see a boost in the amount the state pays them to care for foster children under an $85 million settlement announced Monday that’s expected to resolve a federal class-action lawsuit and related case filed in state court. Star-Advertiser.

The Hawaii Legislature may convene a special session to try to save a bill intended to help public employees at three Maui hospitals. Those employees risk losing their jobs in the privatization of those hospitals. Civil Beat.

On July 1, operational control of three Maui County public hospitals was supposed to have been transferred to health care provider Kaiser Permanente, sealing a historic public-private partnership that Gov. David Ige said would save the state $260 million over the next decade. Maui News.

More than 50 sign-wavers from the Hawaii Government Employees Association showed support Friday for their members at the three Maui County public hospitals affected by the state's privatization of operations. The sign-wavers along Kaahumanu Avenue in front of Queen Ka'ahumanu Center were urging Gov. David Ige to take a bill that provides severance and early retirement options to certain workers in the public hospitals adversely affected by the operational change off his veto list. Maui News.

The median sales price for Maui single-family homes edged higher by 1.1 percent to $657,000, up from $650,000. For a condo, the sales price jumped 8.2 percent to $384,000, up from $355,000. Pacific Business News.

A Hawaii Dispensary Alliance report said Kauai may see between $1.5 million to $4.5 million of revenue generated from Green Aloha Limited, its sole medical marijuana dispensary, based upon the island’s 1,689 registered medical marijuana patients, during the company’s first 12 months of operation. Floating wind turbines have been proposed for the 72-mile wide Ka’ie’iewaho Channel, which separates Kauai and Oahu and the environmental conservation group Life of the Land is calling for meetings on both islands to bring the public up to speed. Garden Island.

Starting Friday, the Hawaii Tourism Authority is bringing back the North Shore Shuttle Service, which rolled out in November 2014 and ran for six months. This time around, it’ll run through September. Stops include the Princeville Airport and Kee Beach. Garden Island.

Gov. David Ige and first lady Dawn Amano-Ige returned from a diplomatic mission to Asia this week where they visited Okinawa, Japan, and Guangdong, China, to promote economic development, tourism, international student exchanges and the further development of renewable energy. Star-Advertiser.

Ending months of uncertainty, Hawaii Gov. David Ige announced Thursday that he has appointed Scott Glenn to serve as director of the state Office of Environmental Quality Control. Glenn will take the reins in November from Jessica Wooley, whose term ended June 30. Civil Beat.

The cost of the city’s rail project is now expected to swell to $6.57 billion as rail officials Thursday made public a new outline of the rail financial plan that incorporates additional utility work, traffic signals and finance charges that had not been included in previous cost estimates. For the 50.6 percent of Oahu voters who approved the city's rail project in 2008, the original price tag was estimated at $5.3 billion. Nearly seven years later, the cost of the elevated rail line has ballooned to more than $6.5 billion. KITV4.

Several amenities have been trimmed from the plans of a long-awaited Waimea district park after the construction bids came in higher than anticipated. The first phase of the project, originally expected to cost about $30 million, has been downsized to $23.87 million, because of “insufficient funds to award the contract at the basic bid amount,” according to a Sept. 14 letter from the Department of Public Works to winning bidder Nan Inc. West Hawaii Today.

There will be no permit for the Panaewa Rainforest Zoo and Gardens to import tiger cubs from an Oregon big cat breeder, at least for now. In a meeting Wednesday in Honolulu, the state Department of Agriculture’s Advisory Committee on Plants and Animals decided not to forward the county zoo’s request to bring in two Bengal tiger cubs to the Board of Agriculture for its consideration.
