Resident files complaint against mayor over education tax lobbying. A Makakilo resident filed a complaint with the city Ethics Commission alleging that Mayor Kirk Caldwell overstepped his authority by asking chairmen of the city’s 33 neighborhood boards to put discussion on a controversial constitutional amendment on their agendas, offering his opposition on the issue and then suggesting that they invite a political action committee to speak on it. The American Civil Liberties Union of Hawaii said a recent federal court decision could spell trouble for two bills before the Honolulu City Council that make it illegal to obstruct or “lodge” on sidewalks and other public property, as well as existing ordinances that target the homeless. A federal appeals court is weighing whether Hawaii counties have the right to regulate genetically modified crops and impose restrictions on how farmers apply pesticides. Three California-based judges flew to Honolulu to hear oral arguments Wednesday in a string of cases involving regulations on genetically engineered agriculture in Kauai County, Hawaii County and Maui County. A statewide ban on new cesspool construction began in March, two months after a law providing tax credits to help homeowners upgrade cesspools to a septic system or an aerobic tank system went into effect. Four council members voted to approve a bill that allows additional dwelling units to be built on ag land. Bill No. 2601 amends the county code relating to ADU’s by removing the deadline for those units to be built. Per the code, ADUs had to be built by 2024. Garden Island.

Rumblings under the world’s largest active volcano prompted scientists Thursday to raise the alert level for Mauna Loa. The volcano sent lava toward Hilo when it last erupted in 1984. Star-Advertiser.

More than 31 years after Mauna Loa last erupted, sending lava within 4.5 miles of Hilo, the largest active volcano in the world is showing signs of unrest. West Hawaii Today.

Scientists at Hawaiian Volcano Observatory on Thursday raised the alert level for Mauna Loa from “normal” to “advisory.” Tribune-Herald.

The last time Mauna Loa erupted was March 25, 1984. The 22-day eruption of the world’s largest volcano sent lava from the mountain’s northeast rift zone toward Hilo and Kulani Correctional Facility, then known as Kulani Prison. Tribune-Herald.

The amount of small earthquakes beneath the summit of Mauna Loa has more than tripled recently prompting the U.S. Geological Survey to increase the volcano alert level from "normal" to "advisory".   On the color scale, it went from green to yellow. Hawaii News Now.

The number of people in Hawaii without health insurance is on the decline, according to the latest U.S. Census Bureau data released Thursday. For decades, leaks from Pearl Harbor's fuel tanks and other sources have been collecting beneath the ground near the naval base's Halawa gate. Hawaii News Now has obtained records issued by the Navy that indicate that the subsurface oil plume there now contains more than 5 million gallons of fuel.
