Tropical Storm Olivia continues to bear down on the islands of Maui and Molokai this morning. Located about 55 miles east-northeast of Kahului and 140 miles east of Honolulu, Olivia clocked in with maximum sustained winds of 45 mph and was headed west at 12 mph, according to the Central Pacific Hurricane Center. A Tropical Storm Warning has just been dropped for the Big Island. State senators announced a new proposed $13.5 billion budget that would leave the state on track to spend more money next year than it collects in taxes and other revenue, but Senate Ways and Means Chairwoman Jill Tokuda said she did not immediately know how much revenues would lag behind expenses. State senators are pushing a state budget that directs more money to affordable housing and homelessness programs, putting more funding behind their commitment to address those problems than their colleagues in the House. Associated Press.

Hawaii's formal pitch to win the Barack Obama presidential library was submitted Thursday in a bid that projects between $25 million and $40 million in tax revenue and more than $2 billion in economic activity over its first 10 years. Star-Advertiser.

The state Council on Revenues on Tuesday lowered the state's revenue forecast for this fiscal year, expressing some doubt about the rate of Hawaii's economic growth. The council was unusually divided — the vote was 4-3 — because some members wanted to drop the forecast even lower, given signs that the economy is slowing.
