Hurricane-weary state eyes another tropical storm, Honolulu ethics chief seeks to ban taxpayer-funded election mailers, Land Board rejects Maui water-license auction, more news from all the Hawaiian Islands

Tropical Storm Outlook:
At 500 AM HST (1500 UTC), the center of Tropical Depression Two-C was located near latitude 11.9 North, longitude 143.1 West. The depression is moving toward the west-northwest near 16 mph, and this general motion is expected during the next few days.  On the forecast track, the center of the system is expected to pass near or south of the Big Island of Hawaii this weekend. Maximum sustained winds are near 35 mph (55 km/h) with higher gusts. Gradual strengthening is forecast, and the depression could become a tropical storm later today. National Hurricane Center.
 
Hawaii receives $6M in federal funds for Hurricane Lala recovery. The U.S. Department of Transportation has approved an initial $6 million in emergency “quick release” funds to help Hawaii repair infrastructure damaged by Hurricane Lala. Star-Advertiser.

Hawaii House panel considers more regulation of towing industry. The leaders of two House committees held a briefing at the state Capitol on Wednesday where they contemplated merits of having the state Public Utilities Commission regulate the local towing industry with enforcement authority that could include licensing and license-revocation power. Statewide survey on domestic violence reveals the limits of the legal protection. A  new survey is capturing how survivors of domestic violence feel about the laws in place to protect them, and whether there can be other avenues for help and healing. It’s the first statewide survey of its kind. Hawaiʻi County has a 17% prevalence, Maui County has 16%, and Kauaʻi has 15%, and finally Honolulu has 11% prevalence of domestic violence. Kailua military officer sentenced to 20 years in prison for child sexual enticement. On Wednesday, Lt. Col. Ross Andre Brown, 44, was sentenced to 20 years in prison for two counts of attempted sexual enticement of a minor, two counts of attempted exploitation of a minor, and two counts of attempted receipt of child pornography. Former teacher, 93, among the deaths blamed on storm as Hawaii residents struggle to clean up. A beloved former kindergarten teacher who taught generations of residents in a small town on Hawaii’s Big Island was among the two deaths authorities blamed on a hurricane that lashed the state over the weekend with heavy rain and strong winds. May Doi, 93, was found dead Monday after she was reported missing, police said. Associated Press.

Man found dead in Ka‘u pasture could be second Lala victim. Police are investigating the death of a man in his 60s whose remains were located in a pasture off Highway 11 near the 63-mile marker in the Ka‘u district. Tribune-Herald.

State land board rejects 30-year East Maui water-license auction, moves ahead with contested-case.
The state Board of Land and Natural Resources on Friday unanimously rejected a proposal to put a 30-year East Maui commercial water license up for public auction, while separately voting to advance a court-ordered contested-case hearing over revocable permits held by Mahi Pono and East Maui Irrigation Co. Tropical Storm Lala prompts interisland flight changes.
As Tropical Storm Lala approaches the Hawaiian Islands, airlines are making some changes to interisland schedules while urging passengers to closely monitor their flights and remain flexible. KITV4.

Navy and Marine Corps may turn over land to state. Two parcels are intended for transfer. One is a 32-acre site at the former Barbers Point Naval Air Station in Kalaeloa that includes warehouses currently used by the state to accommodate film and TV productions. With Tropical Storm Lala bearing down on the Big Island, Hawaii County is accepting applications for a new Civil Defense administrator to succeed Talmadge Magno, who retired Aug. 1. County Managing Director Bill Brilhante — the second-in-command in Mayor Kimo Alameda’s administration — has assumed the role of acting Civil Defense administrator. Tribune-Herald.
