Budget cuts hit construction, schools. Gov. David Ige has proposed a package of spending cuts for the next two years that includes slashing the state construction budget financed with general obligation bonds to $1 billion from $1.5 billion during the next two years. Star-Advertiser.

Lawmakers consider charging prepaid wireless users a 911 fee. A bill in the state Legislature would charge a fee of 1.2 percent on pre-paid wireless plans or cards, with the revenue going into the Enhanced 911 Fund.  Hawaii News Now.

Electricity bills increase across isles. The cost of electricity in the state is double the national average, as Hawaii residents paid an average of 27.68 cents a kilowatt-hour for electricity in December. The national average was 12.21 cents in the same month, according to the latest figures from the U.S. Energy Information Administration. Star-Advertiser.

Hawaii Energy, the ratepayer-funded energy conservation and efficiency program for Honolulu, Hawaii and Maui counties, accounted for more than $325 million in lifetime savings for its customers in its last program year, its top executive said Wednesday at an industry event on Maui. That’s the latest from the U.S. Census Bureau, which released its annual American Community Survey for 2015, including data on income, poverty housing, housing and health insurance. The 2015 median household income, including single-member households, was $73,486, which was close to $4,000 more than 2014, while the median family income rose to $83,823 — more than $4,500 over the previous year. Personal care products like shampoo, soap, lotion and especially sunscreen are decimating coral reefs and weakening their ability to mitigate the effects of climate change, scientists said Thursday at the International Coral Reef Symposium. Oxybenzone and about 10 other chemicals are the real culprits, which is why groups have started ramping up campaigns to educate the public, service industries and government officials about the problem and what they can do about it. The bigger picture surrounding the state of our reefs just became a bit clearer. New technology and imaging data are helping scientists quickly survey coral reefs from around the world. Hawaii Public Radio.

In the case of global climate change, convincing the world that time is of the essence has been no easy task for the scientific community.
