But county officials say the authorization to float another $78.6 million in bonds isn’t likely to affect the county’s credit rating, or the annual payment made to debt service, because it is unlikely the bulk of that amount will go out to a bond sale. If Maui doesn’t sign off on a $1 million budget expenditure to pay an arbitration award, county officials say it could send everyone in the bargaining unit back to the table, based on their reading of a state attorney general’s opinion. So it wouldn’t just be the 55 lifeguards on Maui that would be affected, but several hundred public workers, including lifeguards on Kauai, Oahu and the Big Island, plus state law enforcement officers. Hawaii ranks seventh among the 50 states in which to grow old, according to a new Caring.com report. The report looked at several factors affecting people age 55 and up. The ratings incorporated data on quality of life, health care, long-term care, support for seniors and family caregivers, affordability of senior care and more than 100,000 ratings of senior care providers. Hawaii would become the first state to pass a plan that would set up tax breaks for farmers to offset the cost of becoming certified as organic. Under the plan farmers could get up to $50,000 in tax credits for qualifying expenses. The state Legislature approved the proposal this year. Associated Press.

Surfrider Kauai has met with Zero Waste Kauai and members of the County Council, who have voiced interest in the possibility of putting forward a bill to ban polystyrene products from the island. The mayor’s administration also supports the idea, but Mayor Bernard P. Carvalho Jr. said the county’s focus isn’t currently on creating new programs. Garden Island.
