An attorney for Mayor Billy Kenoi said the county’s embattled chief executive won’t resign. A Hilo grand jury on Wednesday indicted Kenoi with two counts of second-degree theft, two counts of third-degree theft, three counts of tampering with a government record, plus making a false statement under oath.
