Counties Now Need Approval of Governor or HIEMA Before Issuing Emergency Rules, Order or Proclamations. As the state and counties issue their own emergency rules, discrepancies have surfaced over the course of the pandemic, resulting in confusion over beach use, temporary curfews and stay-at-home orders to name a few.
